UN Security Council Backs the US Gaza Peace Plan

The UN Security Council has approved a plan advanced by President Trump for achieving a long-term stability in the Gaza Strip, including the introduction of an international stabilisation force and a eventual route to a independent Palestine.

Widespread Support with Notable Abstentions

The proposal was approved by a tally of 13-0, with both China and Russia declining to cast votes. The US envoy Mike Waltz informed the international body that it charted “a fresh direction in the area for both sides and all the residents of the area alike”.

Balanced Phrasing on Palestinian Statehood

Addition of mentions to an sovereign Palestinian state was the concession the United States paid for endorsement from the Arab states, who are likely to contribute stabilisation troops for the international stabilisation force (ISF).

“The transitional arrangements that we begin today must be executed in adhering to international law and honoring Palestinian sovereignty,” James Kariuki affirmed.

Government Resistance Continues

However, on the brink of the council decision, PM the Israeli leader restated his government’s firm resistance to the establishment of a Palestinian state, raising questions on whether Tel Aviv will permit the implementation of the internationally endorsed measures.

Central Components of the Resolution

  • Swift elimination of existing limitations on assistance into the territory
  • Formation of an international stabilisation force
  • Progress on restoration and a eventual “route to Palestinian sovereignty and statehood”

Vague Wording and Requirements

The mention to sovereignty was a negotiated inclusion to an initial US draft which omitted it. Yet the language is vague and conditional, promising only that once the PA has undergone changes and the reconstruction of the territory is advancing, “the situation may ultimately be in position for a realistic route to Palestinian independence and nationhood.”

Worldwide Feedback

The wording fell far short of the strong guarantee to the creation of a independent Palestinian entity next to Israel requested by Arab countries, as well as EU representatives, but in addresses to the chamber after the vote, delegates from those states said they were ready to support the settlement in the service of continuing the ongoing cessation of hostilities and prompt actions to feed and protect the over two million Palestinian residents in the territory.

“Algeria has ultimately decided to endorse of this document, a measure that we back its core objective, namely the continuation of the cessation of hostilities and the formation of conditions permitting the Palestinian people to exercise their immeasurable rights to sovereignty and statehood,” Algeria's representative stated.

Practical Difficulties

This measure gives general supervisory power to a “stabilisation committee” headed by Donald Trump, but of undefined composition. The board has to inform the United Nations but it is not required to follow the wishes of the UN or by the PA.

Additionally, it requires the creation of a specialized Palestinian group that is tasked with overseeing routine management of the territory and the provision of utilities, but it is far from clear who would participate.

Peacekeeping Unit Mandate

The authority of the international stabilisation force authorizes it to neutralize and disband armed groups in Gaza, but it is quite ambiguous that possible sending countries would be willing to engage such factions. Not a single nation has so far agreed to sending peacekeepers.

Moreover the standards for reform of the Palestinian Authority, the prerequisite towards steps to Palestinian statehood, have been unclear.

EU representatives said they viewed it as pressing that the members of the Palestinian technocratic committee to deliver services was settled as quickly as possible.
